To ask the Minister for Housing, Planning, and Local Government if local council officials can override or ignore recommendations in cases in which an application is lodged with a local council for a housing adaptation grant and recommendations are made by an occupational therapist when deciding on the type of grant ultimately awarded; and if he will make a statement on the matter. The local authorities have responsibility for the detailed administration of the Housing Adaptation Grants scheme for Older People and People with a Disability, which includes the assessment, approval and payment of grants to applicants under the various measures. While an occupational therapist report informs a local authority's assessment of a grant application, the final decision on the works approved and the most appropriate type of grant for the applicant's needs, rests with the Council.
