248. To ask the Minister for Housing, Planning, and Local Government if his attention has been drawn to the inconsistent use of the PASS system by different local authorities nationally when registering a person as homeless; his plans to regulate the managing of the PASS system to ensure the accurate recording of homelessness; and if he will make a statement on the matter. My Department’s role in relation to homelessness involves the provision of a national framework of policy, legislation and funding to underpin the role of housing authorities in addressing homelessness at local level. Statutory responsibility in relation to the provision of accommodation and associated services for homeless persons rests with individual housing authorities.

The Pathway Accommodation & Support System (PASS) is an online, shared system utilised by the local authorities and other contracted service providers to manage bookings in State-funded emergency accommodation, operated and overseen by the local authorities. My Department has no function in the operation of the PASS system.
