The Health Act 2004 specifies that it is the Health Service Executive (HSE) that shall manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Eligibility for access to various schemes, services and allowances is determined based on an evaluation of an individual's circumstances by the HSE.

As the particular question raised relates to eligibility for a variety of services for a named individual, I have arranged for the question to be referred to the HSE for direct reply to the Deputy.
