To ask the Minister for Education and Skills the reason for the decision to intervene in a Workplace Relations Committee ruling regarding staff at Waterford Institute of Technology who were not moved onto a higher lecturer’s scale despite the fact that their colleagues were moved up the scale (details supplied); and if he will make a statement on the matter. The Public Service Stability Agreement precludes cost increasing claims. A long-standing Industrial Relations Forum exists in respect of academic staff in Institutes of Technology. The Department, staff representatives and management representatives are members of this Forum, which facilitates dealing with industrial relations disputes without recourse to industrial action. The Department's position is that the matter should have been raised by the TUI at the national forum after exhausting local avenues and before the matter was referred to the Workplace Relations Commission.
