283. To ask the Minister for Transport, Tourism and Sport the legal basis upon which an organisation (details supplied) clamps cars parked in its car park in Newcastlewest, County Limerick and charges a €90 release fee; if this amounts to illegal impounding of a person's car; and if he will make a statement on the matter. The Vehicle Clamping Act 2015 came into full effect on 1st October 2017 and gave the National Transport Authority (NTA) responsibilty for the regulation of vehicle clamping activities in both statutory and non-statutory (privately-owned) clamping places throughout the State.  I have therefore forwarded the Deputy's question to the NTA for direct reply.  Please advise my private office if you do not receive a response within ten working days.
