Clothes which have been donated for reuse fall outside the regulatory regime which controls the collection, sorting, storing or treatment of waste, regardless of whether the collection receptacle is owned by a charity or a non-charity.

I have no role or remit in terms of regulating charities. However, one way to check if a clothing collection receptacle is for a genuine charity is to check whether that charity is registered. The following link provides a list of registered charities in Ireland: www.charitiesregulator.ie/en/information-for-the-public/search-the-charities-register.

I understand that the placing of clothing receptacles in public areas may be subject to planning legislation, depending on the circumstances.
