To ask the Minister for Finance further to Parliamentary Questions Nos. 121 and 123 of 26 June 2018, if the Central Bank has undertaken an assessment of compliance with provision 6.12 of the consumer protection code 2012 (details supplied); and if he will make a statement on the matter. The Central Bank has advised that the objective of the recent review it undertook was to assess whether or not lenders were advertising mortgages with cashback offers in a clear and unambiguous way.

The review therefore assessed lenders’ compliance with certain provisions of Chapter 4 (relating to the provision of information) and Chapter 9 (relating to advertising) of the Consumer Protection Code. It also assessed lenders’ compliance with Part 4 of the S.I. No. 142/2016 - European Union (Consumer Mortgage Credit Agreements) Regulations 2016 (relating to information and practices preliminary to the conclusion of the credit agreement).
