Commercial Rates

241. To ask the Minister for Communications, Climate Action and Environment if his attention has been drawn to the issue of a threefold increase in commercial rates for wind turbines by local authorities and the disincentive that this will be with regard to renewables targets; and if he will make a statement on the matter. Responsibility in relation to commercial rates is a matter for the relevant rating authorities.  I have been informed by the Department of Housing, Planning and Local Government that Local authorities are under statutory obligation to levy rates on any property used for commercial purposes, in accordance with the details entered in the valuation lists prepared by the independent Commissioner of Valuation under the Valuation Acts 2001 to 2015.

The Commissioner of Valuation has responsibility for valuation matters, and a definition of relevant properties for valuation purposes is set out in that legislation. The Annual Rate on Valuation (ARV), which is applied to the valuation of each property determined by the Valuation Office to obtain the amount payable in rates, is decided by the elected members of each local authority in the annual budget and its determination is a reserved function of the elected members.
