Insurance companies are private companies and therefore the provision of insurance cover and the price at which it is offered is a commercial matter for such companies. Costs of cover are normally based on an assessment of the risks insurance companies are willing to accept, adequate provisioning to meet those risks and are considered on a case by case basis.
