In my response to the Question referred to and the discussion which followed, you may recall that I made it clear that I intend to deal with this issue and strengthen the law with regard to learner drivers driving unaccompanied by a qualified driver.
Subject to legal advice, I intend to bring a memo to Government on this matter shortly, with a view to introducing an amendment to the Road Traffic (Amendment) Bill 2017 at Committee Stage, in order to address the issue.
