To ask the Minister for Finance if he will investigate the way a vulture fund (details supplied) is able to seek court orders for the repossession of homes on distressed mortgages that were purchased from a bank and did not hold the title deeds in view of the fact they were never transferred legally from a bank; and if he will make a statement on the matter. Matters relating to the registration and transfer of the ownership and title of land, and any charges attached to land, is a matter which falls within the policy remit of the Department of Justice and Equality.  However, disputes which relate to the basis or legality of a particular debt, or the security provided for such a debt, and the consequent right of the creditor to enforce the debt is a contractual matter for the relevant parties and is ultimately a matter for determination by the courts.
