2171. To ask the Minister for Housing, Planning, Community and Local Government if he will change the tendering process used by Irish Water which is excluding smaller contractors from tendering for projects; his views on whether local contractors should be in a position to tender for works that they would have carried out prior to the establishment of Irish Water; and if he will make a statement on the matter. Since 1 January 2014, Irish Water has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local levels. Contracts entered into by Irish Water are a matter for the utility and I have no function in the matter.
