The circular referred to is Department of Public and Expenditure and Reform Circular 17 of 2016 and. Section 5 therein, as referred to by the Deputy, relates to Corporate Governance requirements. The Office of Public Works has confirmed to my Department that this requirement does not apply to re-zoning.
