54. To ask the Minister for Transport, Tourism and Sport further to Parliamentary Question No. 23 of 22 March 2017, if he will report on progress appointing residents' representatives to the collaborative working group to develop protocols and rules on the management of noise at Dublin Airport under EU Regulation 598/2014. Firstly, I would like to take this opportunity to reiterate that, as previously stated in my response to Deputy Daly on 22 March 2017, before any decisions are made about aircraft noise management at Dublin Airport, there will be an opportunity for all stakeholders, including residents, to have their views taken into consideration by the designated Competent Authority. I also stated, at the request of the Deputy, that I would be happy to request the IAA meet with a community representative from the resident's forum group to discuss EU Regulation 598/2014. As the Deputy will be aware, officials in my Department continue to engage with the Office of the Attorney General and the Parliamentary Counsel to implement EU Regulation 598/2014 by way of Statutory Instrument.

I would like to make it clear that it will ultimately be the responsibility of the designated Competent Authority to implement the rules and procedures which are set down in EU Regulation 598/14 relating to the new noise management regulatory regime for Dublin Airport. The Competent Authority will be appointed shortly, following finalisation of the SI. While I am providing for public consultation in the legislation, it is not envisaged that the Competent Authority will establish a collaborative working group to develop protocols and rules in relation to the management of noise as, I have just outlined, the rules and procedures have already been established under Regulation 598/14.

However, I do expect and I am ensuring under the SI, that the Competent Authority shall interact with stakeholders, including residents, before any decision is made on noise management.
