Health Services Funding

895. To ask the Minister for Health the procedure for accessing and allocating service reform funding; and if funding from this source has been requested or allocated to organisations in County Louth. [19573/17]

In 2015, a Memorandum of Understanding (MoU) was signed between the Atlantic Philanthropies (Atlantic), the Department of Health (DoH), the Health Service Executive (HSE) Social Care and Mental Health Directorates and Genio on the establishment and operation of the Service Reform Fund (SRF).

The SRF will support the implementation of reforms in the Disability and Mental Health Services by providing funding to meet the costs of migration to a person-centred model of services and supports.

An Oversight Group comprising of the DoH, Atlantic Philanthropies, the HSE and Genio is responsible for sign-off on final allocations including overhead costs and service funding. An Implementation Group comprising the delivery partners - Genio, HSE Social Care and HSE Mental Health co-ordinates on specific agreed priority actions and advises on implementation issues as they arise.

As the HSE is the fiscal agent for the SRF, I have asked the HSE to reply directly to the Deputy in respect of the particular issues he has raised in relation to the allocation of SRF funding to date.
