I propose to take Questions Nos. 195 to 197, inclusive, together.

The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from the local authority's own resources supplemented by State road grants, where applicable.  Arising from the arrangements in place in relation to Local Property Tax receipts the four Dublin Councils became self funding for regional and local roads under the main road grant categories from 2015.

Provision was made in the Capital Plan for the upgrade of roads in the vicinity of Grange Castle Business Park and the Department is providing grant assistance for that strategic scheme at present.

As regards the possible measures identified in the TII/South County Dublin County Council N4/N7 Corridor Study, the further assessment of options is a matter for the local authority.

The proposed Orbital road network to join the N3, N4 & N7 is planned by Fingal & SDCC councils. Unfortunately, Fingal have just one 'indicative' line on their proposed route for this road from Ongar, there since 2005. They never had an 'indicative' line in Fingal area before the Park or Laracon housing was developed while the land was available as agricultural. They still don't have an alternative route within Fingal area. Their proposed 'indicative' road crosses into Kildare, which I would have thought was out of their jurisdiction. It travels through St. Catherine's Park, partly funded by the public of Leixlip and Lucan, 2012/2013. The Liffey Valley area within this park has been proposed by Fingal as A Special Amenity Area. Now Fingal plan to run a road through this exact area. I personally object to the prospect and proposal of a road through this public recreational park. I believe there are alternative routes. St. Catherine's Park was created as one and should remain as one. No divisions - no infringements by County Councils on any part of these parklands.

To highlight the plight of St. Catherine's Park, a peaceful 'Walk in the Park' is organised for May 7th 2017 at noon, from Entrance Gate at rear of Glendale Meadows, to the Playground. All are welcome to show support for the whole of our park. Developed as one park - Protected as one park.
