423. To ask the Minister for Housing, Planning, Community and Local Government further to Parliamentary Question No. 65 of 23 February 2017, if the application of the rent pressure zone scheme to the rental accommodation scheme, housing assistance payment and social housing current expenditure programme leases was intentional or accidental. It is the intention of the legislation to limit rent increases in private rented accommodation in Rent Pressure Zones (RPZs) to a maximum of 4% per annum, including in those tenancies supported by the Rental Accommodation Scheme (RAS) and the Housing Assistance Payment (HAP).

The 4% limit does not apply to tenancies supported by the Social Housing Current Expenditure Programme (SHCEP). However, the effect that the limit is expected to have on market rent inflation will help contain cost increases from a local authority perspective in the context of the periodic rent reviews that form part of the SHCEP contractual arrangements.
