208. To ask the Minister for Education and Skills if a person with a recognised teaching qualification that is employed as a youthreach resource person applies for a position within the post-primary sector as a subject teacher, principal or deputy, with the required minimum of five years wholetime teaching service for appointment of principal or deputy principal, if relevant experience within their youthreach employment can be considered for appointment to the position as advertised; and if he will make a statement on the matter. The recruitment and appointment of teachers to fill teaching posts is a matter for the individual school authority, subject to procedures agreed under Section 24(3) of the Education Act 1998 (as amended by the Education (Amendment) Act 2012).

In accordance with Department Circular 31/2011, schools are required to employ appropriately qualified and registered teachers.

In relation to promotional posts at second level, Circular PPT 05/02 sets out eligibility criteria for teachers who wish to apply for Principal and Deputy Principal posts “Candidates for appointment to the post of Principal or Deputy Principal will be required to have a minimum of five years’ whole-time teaching service or its equivalent”.

In general equivalent service for this purpose is service which attracts incremental credit as a teacher.
