568. To ask the Minister for Agriculture, Food and the Marine his views on the way in which some GLAS payments are being delayed for persons that had their land severely damaged from previous heavy flooding; if there is any force majeure provision in operation under current regulations; and if he will make a statement on the matter. GLAS regulations allow for the application of force majeure or exceptional circumstances in instances of non-compliance where events have occurred that are beyond the farmer’s control.  These provisions are set out in the Scheme terms and conditions.  Each application received is considered on its own individual merits.
