There are two possible scenarios, depending on the circumstances. Under EU law, Member States issue driving licences to people normally resident in their territory.  If an Irish driving licence holder takes up residence in another jurisdiction, they cannot renew their Irish driving licence. However, if a person remains normally resident in Ireland but is temporarily abroad for work or study reasons, they may renew their driving by post from abroad.
