93. To ask the Minister for Education and Skills to outline the action he and his Department are taking to ensure that all unpaid charges are paid to colleges; his views on whether the present systems can be improved; and if he will make a statement on the matter. [2039/17]

Third level institutions are autonomous institutions and my Department does not have any function in their day to day operational affairs. The Governing Bodies and the management staff of the institutions  are responsible for operational matters, therefore, the collection and administration of the student contribution and tuition fees where a student is not eligible for funding under my Department's free fees schemes is a matter for individual third level institutions.
