To ask the Minister for Public Expenditure and Reform if he will provide details of the operation of the PCW 1% allowance within the Civil Service; the purpose of this allowance; the basis on which it is awarded; and the person or persons with responsibility to award this allowance. The framework in respect of the PCW 1% allowance was developed by my Department, in consultation with the relevant union interests, under the local bargaining arrangements in the Programme for Competitiveness and Work 1994 to 1996 (PCW). The purpose of this arrangement was to achieve greater organisational productivity and providing civil service management with flexibility in addressing and enhancing efficiency and effectiveness in Departments and Offices. PCW higher pay scales which incorporate the allowance in question are approved by local departmental senior management for individual recipients subject to specific criteria being met on the part of the individual recipients including satisfactory performance of duties, achievement of objectives, contribution to the Department or Office, experience and suitability.
