166. To ask the Minister for Public Expenditure and Reform the average lump sum of a retiring civil servant on full pension earned in 2015; and if he will make a statement on the matter. [28883/16]

Because of the manner in which data was recorded, I am not in a position to provide the information sought with respect to 2015 retirements. However, as a consequence of the transition of pension payrolls to the Payroll Shared Services Centre at the end of 2015, data with respect to 2016 retirements can be more readily interrogated. Accordingly, I can tell the Deputy that the average lump sum paid to a civil servant who retired on a full pension in 2016 to date, that is, to someone who retired at or after the minimum pension age and with 40 years of service, is approximately €97,000.  Such a person would be in receipt of a pension of just over €32,300 per annum.  I would also point out that because many civil service pensioners retire without full service, the average civil service pension in payment is approximately €24,000. 

The Deputy will be aware that all new entrants to the public service since 1 January 2013 will be entitled to pensions based on career average salary as opposed to the final salary schemes applicable to employments commenced before that date. 

Unfortunately, issues with the recording of historical data have also resulted in the necessity to correct material provided to the Deputy in response to PQ 27235/16 answered on 27 September, 2016.  The table is a corrected version of the table supplied in response to that question. 

The table shows the number of lump sums paid centrally to civil servants on retirement in 2013, 2014 and 2015, broken down by the bands requested by the Deputy, and the corresponding total value of lump sums paid centrally in each year. It also shows the total value of lump sums paid to all civil servants on retirement in the year.
