To ask the Minister for Finance the average length of time between a person applying to the Motor Insurers Bureau of Ireland, MIBI, for assistance and the payout of that assistance; the number of persons on an annual basis which avail of assistance from the MIBI each year; the average value of the assistance; the total cost of all insurance payouts on an annual basis. The MIBI was established by agreement between the motor insurance industry and the Minister for Local Government in 1955.Later agreements were made with the Minister for Transport.  The current agreement between the MIBI and the Minister for Transport, Tourism and Sport dates from 2009 and is in compliance with the requirements of consolidated EU Motor Insurance Directive 2009/103/EC relating to insurance against civil liability in respect of the use of motor vehicles, and the enforcement of the obligation to insure against such liability.

The Department of Transport, Tourism and Sport has informed me that the MIBI is a private company and that that Department has no role in the management of that company.
