To ask the Minister for Health if he will review the process for organ donation to provide for those who do not wish to donate organs to be added to a non-donor registry allowing for all others to provide organs on the basis of presumed consent; and if he will make a statement on the matter. Legislation to introduce an opt-out register for organ donation will be developed in line with the Programme for Government. Under the proposed system, consent will be deemed unless the person has, while alive, registered his/her wish not to become an organ donor after death. However, it is proposed that, even though consent is deemed, the next-of-kin will always be consulted prior to removing any organ.
