To ask the Minister for Public Expenditure and Reform if he will explain the contradiction between his statement to Dáil Éireann on 12 July 2016 that non-unionised public service workers who comply with the terms of that collective agreement will attract the benefits of the Lansdowne Road Agreement on one hand and the statement from the Department of Education and Skills on the other, as reported recently (details supplied); if his statement of 12 July 2016 is still valid in the context of the publicly-stated position of the Department of Education and Skills; and if he will make a statement on the matter. I refer to my reply to Parliamentary Question No. 454 of 12 July 2016, and the position remains unchanged. Those unions/associations who hold representation rights for public service grades who subscribe to collective agreements such as the Lansdowne Road Agreement attract the benefits of such agreements as do members of such grades who are not members of those unions/associations. Collective Agreements are concluded between employers and unions representative of the public servants in the grades to whom the agreement relates not individuals.
