33. To ask the Minister for Environment, Community and Local Government if he will broaden the expert commission on water services' terms of reference as the current terms are too narrow and should include issues such as how best to avoid water poverty, how to increase water conservation through investment in green technologies and how to ensure that water and sanitation services are kept in public ownership and are fully accountable and transparent. Under the 'Confidence and Supply Arrangement' agreed with Fianna Fáil in the context of supporting a minority government, the Government is committed to establishing an Expert Commission to consider and make recommendations on the long term funding of water services. The proposed terms of reference form part of that 'Arrangement', and I am satisfied that they cover all of the issues relevant to the consideration of the future funding of domestic water services.
