689. To ask the Taoiseach and Minister for Defence the State bodies under his remit which have developed memorandums of understanding with his counterpart in Northern Ireland with regard to the efficient delivery of services on the island of Ireland; if he has carried out a cost-benefit analysis of the development of further memorandums of understanding; the details of the cost-benefit analysis; and the new memorandums of understanding he will create between State bodies under their remits through the lifetime of the Government. The only State body under the aegis of the Department of Defence is the Army Pensions Board. The Army Pensions Board is an independent statutory body established under the Army Pensions Act 1927. Under the various Army Pensions Acts the Army Pensions Board has a specific role in relation to the grant of pensions and gratuities to former members of the Permanent Defence Force (PDF) in respect of permanent disablement due to a wound or injury attributable to military service (whether at home or abroad) or due to disease attributable to or aggravated by overseas service with the United Nations. Given the narrow focus of the role of the Army Pensions Board the question of entering into a Memorandum of Understanding with any body in Northern Ireland does not arise.
