To ask the Minister for Transport, Tourism and Sport about the European Union directive or legislation on noise abatement, if any, is due to come into effect in 2017; if domestic legislation is required to give effect to an EU directive; and if he will make a statement on the matter. ​I can confirm to the Deputy that new European Union legislation is to apply in this area from 2016, not from 2017 as mentioned in the Deputy's Question. Regulation (EU) No 598/2014 enters into force on 13 June 2016 and is binding in its entirety on EU Member States from that date. Domestic legislation is required however for the purposes of clarifying national arrangements for the appropriate implementation of the requirements of this EU Regulation in Ireland. My Department, along with the Office of the Attorney General and the Department of Planning and Local Government, is engaged in discussions regarding the finalisation of these arrangements.
