40. To ask the Minister for Finance if he will apply proposed changes to capital gains tax entrepreneurship relief, as outlined in the programme for Government, to newly established businesses only or also to existing businesses; if it is important to provide clarity in this regard to entrepreneurs who are considering establishing businesses; and if he will make a statement on the matter. The details of proposals for changes to this relief have not been finalised. They will be developed as part of the Budget and Finance Bill process and will be subject to Dáil scrutiny. It may be worth noting, however, that the relief as introduced in Finance Act 2015 is not restricted to new businesses.
