To ask the Minister for Health if funds allocated for outsourcing patients for medical treatment are ring-fenced for that purpose; if they are confined to a specific timeframe; the hospitals that reduced their waiting lists in 2015 using these funds; if any such funds allocated in 2015 have been returned unused; and if he will make a statement on the matter.
