192. To ask the Minister for Health why he has not made available a report which was completed in January 2015 by consultant academics from universities in Cardiff, Wales and Dundee, Scotland (details supplied); why the Health Service Executive has declined an application made under the Freedom of Information Act to have a copy of the report furnished to a person who has requested it; if he will instruct the Health Service Executive to make the report available; and if he will make a statement on the matter. The HSE is currently investigating concerns raised by clinicians in relation to Orthodontic Services provided in the Dublin area during the period 1999 to 2001. A review team has been established and the concerns raised are being dealt with in accordance with HSE protocols. Part of the process involves a review by external consultants of the available clinical records and information for that period. As the matter is not yet concluded, the HSE have informed that the release of partial information relating to the concern would not be helpful to the overall objective. It is the HSE’s intention to publish a full report on the matter as soon as the investigation is concluded, and this will include material provided to the process by the external consultants. A report is expected by summer 2016.
