431. To ask the Minister for Environment, Community and Local Government to provide estimates from his Department or the Private Residential Tenancies Board regarding the number of landlords and tenancies which are not registered with the PRTB; and the percentage of the overall number of landlords or tenancies this estimate represents. The Residential Tenancies Board (RTB) currently has 17 2,102 landlords and 323,982 tenancies registered. There are no definitive figures on the overall size of the rented sector in Ireland. However, a study by DKM economic consultants commissioned by the RTB and published in 2014 reported an estimated 85% compliance rate in relation to the registration of tenancies. Applying this estimated compliance rate to the current level of registrations would suggest that there may be approximately 57,000 tenancies not registered. The RTB actively pursues landlords for non-registration and ongoing data exchange with other public bodies, including the Department of Social Protection and local authorities, assists the RTB in identifying tenancies that are not registered. The results of Census 2016 will assist in providing an updated overview of housing tenure in Ireland, including the rented sector.
