I propose to take Questions Nos. 210 to 212, inclusive, together.

IDA client companies created 18,983 new jobs nationwide in 2015, with the total number of those employed directly by IDA client companies at 187,056, the highest number ever recorded. Overall there was a net employment increase of 11,833, the highest level of job creation in over a decade.

Cavan and Monaghan are promoted as part of IDA Ireland’s North East Region (along with Louth). There are 33 multinational companies based in the region, employing 4,556 people. IDA Ireland positions the North East as having strong clusters in international business services and manufacturing.

Employment data for the Department of Jobs, Enterprise and Innovation Employment Survey is collected and reported annually. The following tables A and B set out the total number of client companies in Monaghan and Cavan along with the associated employment data on jobs created and lost for the period 2006-2015, as per the 2015 survey.

It is important to note the strong role played by Enterprise Ireland and the Local Enterprise Offices. In Cavan, companies supported by Enterprise Ireland added 362 net new jobs in 2015 (an 8% increase), while companies in Monaghan supported by Enterprise Ireland added 320 net new jobs (7% increase).

The Cavan and Monaghan Local Enterprise Offices added 169 net new jobs in 2015. I expect that new data for 2015 will be available shortly.

In spite of these setbacks, it must be noted that the North East region has seen a very large drop in the number of people on the live register (Table C). In 2013, there were 27,995 people on the live register. By 2015, this had dropped by 5,120 to 22,875, representing an 18% decrease in the numbers signing on in the region. The arrival of large multinationals in Louth, such as eBay and PayPal who between them created 850 new jobs in the region, has stimulated growth in the region as a whole, with many now commuting from Cavan and Monaghan to Louth.

Since the national Action Plan for Jobs was launched in early 2012 more than 20,000 additional people are at work in the North East/North West region. I believe that more can be done. As part of the Government’s €250 m Regional Action Plan for Jobs, I launched the North East/North West Action Plan for Jobs in November 2015, with a target to create 28,000 additional jobs throughout the North East/North West. The Plan focusses on maximising the strengths and assets of the region to support enterprise growth and job creation and to build on the progress that has already been made.
