Agriculture Scheme Payments

203. To ask the Minister for Agriculture, Food and the Marine the reason for the delay in issuing payment to a person (details supplied) in County Cork under the basic payment scheme and the areas of natural constraint schemes; and if he will make a statement on the matter. [2944/16]

The person named submitted a 2015 Basic Payment/Areas of Natural Constraint (ANC) Scheme application on 29 May 2015.
This application was subject to land verification checks. As part of this verification process an error was found and the claimed area of 13.91ha was reduced to the determined area of 12.36.ha for ANC. The person named was notified of this error on 13 November 2015 and advised of their right of appeal. To date no appeal has been received. Paymentissued on the reduced eligible ANC area to the nominated bank account of the person on 26 November 2015.
The person named submitted an application to transfer the registration details of the herd number and the Basic Payment Scheme allocation rights into her name during the 2014 Scheme year by Inheritance. The reference data pertaining to the 2013-2015 Basic Payment Scheme allocation rights has now been processed and payment under the 2015 Basic Payment Scheme will issue shortly.

The person named submitted applications to the ‘young farmer’ priority category of the 2015 National Reserve and the Young Farmers Scheme to my Department. One of the eligibility criteria under these schemes is that the applicant must have successfully completed a recognised course of education in agriculture at FETAC Level 6 or its equivalent, or have commenced such a course in 2015. The documentary evidence submitted by the person named in relation to his educational qualifications does not meet the standard required. The person named has been notified in writing of this decision and has been advised that he can appeal this decision, enclosing any additional documentation that may assist his case.
