103. To ask the Tánaiste and Minister for Social Protection if persons can backdate a payment under the domiciliary care allowance schemes for longer than six months if they can prove that they have been the sole care provider to the child in question for a time exceeding six months; and if she will make a statement on the matter. Social Welfare legislation provides for the backdating of domiciliary care allowance (DCA) applications by a maximum of 6 months if a deciding officer or appeals officer considers that it has been shown that there was good cause for the delay in making the application. There is no legislative provision to allow for the backdating of a DCA award to exceed 6 months.
