176. To ask the Minister for Public Expenditure and Reform under the Civil Service reform programme, the number of clerical officers who have been promoted to higher executive officer and the number of executive officers who have been promoted to assistant principal officer across different Departments through internal competitions after the significant change in eligibility rules; and if he will make a statement on the matter. I can confirm that five Clerical Officers were promoted to Higher Executive Officer in my Department, from a confined competition, since the eligibility criteria changed.  There have not been any Executive Officers promoted to Assistant Principal Officer from confined competitions.

All promotion competitions in my Department are carried out in accordance with the Commission for Public Service Appointments Code of Practice.  The Code sets out the core principles applicable to recruitment and selection and appointments are merit based.
