227. To ask the Minister for Public Expenditure and Reform his views on correspondence (details supplied) regarding public service spouses' and children’s schemes that provide insurance for contingency benefits; and if he will make a statement on the matter. [42746/15]

The Deputy's correspondent seeks to dispute the funding basis of the Public Service Spouses' and Childrens' pension schemes on the grounds that it does not comply with practice in the insurance industry. However, this is a mistaken view of the situation. The Commission on Public Service Pensions, at paragraph 20.5.2 of its report, was clear that it accepted that the schemes are structured on a group insurance basis and that the member contribution rates take account of the fact that payment of benefits will not arise in respect of all members. I have no plans to alter this approach.
