Basic Payment Scheme Eligibility

441. To ask the Minister for Agriculture, Food and the Marine if basic payments will be returned to a person (details supplied) in County Sligo; and if he will make a statement on the matter. [37878/15]

Under the Single Payment Scheme, applicants applied annually on the basis of entitlements held and eligible land declared. The person named never held entitlements under the Single Payment Scheme since that Scheme’s inception in 2005. Consequently she is not eligible for an automatic allocation of entitlements under the new Basic Payment Scheme which was introduced in place of the Single Payment Scheme this year. As regards the litigation mentioned, it would not be appropriate for my Department to arbitrate private matters between individuals such as outlined by the Deputy. These matters are reserved for the Courts and the Property Registration Authority.

442. To ask the Minister for Agriculture, Food and the Marine when payment will issue to a person (details supplied) in County Galway under the areas of natural constraint scheme and the basic payment scheme; and if he will make a statement on the matter. [37883/15]

The person named submitted a 2015 Basic Payment /Areas of Natural Constraint Scheme application on 5 May 2015. EU Regulations governing the administration of these schemes require that full and comprehensive administrative checks, including in some cases Remote Sensing (i.e. satellite) inspections, be completed before any payments issue. The application of the person named was selected for a Remote Sensing eligibility inspection. This inspection is currently being processed with the intention of issuing any payments due under the Direct Payments Schemes as soon as possible. In the event that any queries arise officials in my Department will be in contact with the person named.
