Section 10 of the Road Traffic Act 2004 provides the legislative basis under which a "road works speed limit order" may be applied by a county or city council manager to a road, motorway or part of such a road in their administrative area. Under section 10, "road works speed limit orders" cannot be made in respect or a national road or motorway, without the prior written consent of the National Roads Authority.

I have no function in the matter referred to.
