I propose to take Questions Nos. 248 and 249 together.

Under Section 56 of the Road Traffic Act 1961, as amended, a person (in this subsection referred to as the user) shall not use in a public place a mechanically propelled vehicle unless that vehicle is insured against negligent use of that vehicle by the user. 

The issue of motor tax is a matter for the Minister for the Environment, Community & Local Government and I have no function in the matter.
