Disabled Drivers and Passengers Scheme

127. To ask the Minister for Finance further to Parliamentary Question No. 264 of 24 March 2015, if he will review the application for assistance under the disabled drivers and disabled passengers (tax concessions scheme) in respect of a person (details supplied) in County Limerick; if an official from his Department will make personal contact with the person to explain the situation; and if he will make a statement on the matter. As the Deputy is aware, the Revenue Commissioners operate the Disabled Drivers and Disabled Passengers (Tax Concessions) Scheme. Section 101 of the Ministers and Secretaries (Amendment) Act 2011 provides that the Revenue Commissioners shall be independent in the performance of their functions under, or for the purposes of, inter alia, any statute relating to the duties of excise or the management of those duties. Accordingly, it is not appropriate for the Minister for Finance to review individual applications.

I should inform the Deputy that a technical examination of Disabled Drivers and Disabled Passengers (Tax Concession) Scheme Regulations is at an advanced stage. I expect to be in a position to address certain limitations of the scheme, including those outlined by the Deputy, in legislation very shortly. An official from my Department has made contact with the person concerned to explain the situation.
