To ask the Minister for Environment, Community and Local Government the basis for the allocation to each local authority of €4.84 million for register of electors costs in 2014; if it is allocated on a per capita basis, or in relation to vouched staff; and if he will make a statement on the matter. The total budget across all local authorities under the heading of 'Franchise' for 2014 was €10.1 million. This was divided into three elements - the Register of Electors (€4.8 million), Local Elections (€2.7million) and Service Support Costs (€2.6million). This expenditure is met from the local authority's own resources. It is a matter for each local authority to determine its own spending priorities in the context of the annual budgetary process, having regard to both locally identified needs and available resources. The elected members of a local authority have direct responsibility in law for all reserved functions of the authority, which includes adopting the annual budget, and are democratically accountable for all expenditure by the local authority.
