Local Authority Leases

252. To ask the Minister for Environment, Community and Local Government if he will provide a breakdown of costs paid by the State or local authorities to private owners of property leased under social leasing agreements, such as for wear and tear, refurbishment, and other miscellaneous costs, for the years 2011 to 2014 and for 2015 to date. Under the Social Housing Current Expenditure Programme (SHCEP), previously referred to as the Social Housing Leasing Initiative, approved housing bodies and local authorities can lease properties from private owners on a long term basis (between 10 and 20 years). In respect of these units approved housing bodies and local authorities can, subject to Departmental approval, recoup up to 50% of the costs of repairs, beyond fair wear and tear, from my Department at the end of the agreement period. To the end of May 2015, no such costs have been recouped.
