To ask the Minister for Environment, Community and Local Government the reason householders are responsible for problems with their water drains from their property boundary walls to the main drain; his views that it is fair that drainage issues that occur under the public footpaths and roads should be the householders' responsibility; and if he will make a statement on the matter.
