570. To ask the Minister for Environment, Community and Local Government the provision that exists for international election observers to observe elections here; if he will facilitate such observations for the forthcoming election of Dáil Éireann; and if he will make a statement on the matter. While there is no formal or statutory provision in place for international representatives to observe proceedings at elections or referendums in Ireland, applications for observer status are considered on request by the Franchise Section of my Department, through which such applications are generally channelled. Every effort is made to facilitate such requests with the cooperation of constituency returning officers, and the Department of Foreign Affairs and Trade, where necessary.
