Long-Term Illness Scheme Eligibility

371. To ask the Minister for Health if he will review the anomaly in the long-term illness scheme, whereby a person with mental illness qualifies for the card up to 16 years of age, and on reaching 17 years of age is then automatically disqualified on age grounds and not on illness grounds; and if he will amend the scheme and extend it to adults with long-term mental illness. The Long Term Illness (LTI) Scheme was established under Section 59(3) of the Health Act, 1970 (as amended). Regulations were made in 1971, 1973 and 1975 specifying the conditions covered by the LTI Scheme, this includes Mental Illness in a person under 16 years of age. There are no plans at present to amend these regulations.
