To ask the Minister for Environment, Community and Local Government if he will provide an update on the way he envisages landlords are going to collect Irish Water payments from tenants; the rights and responsibilities of the tenants in this regard; his views that it is fair for some landlords to increase tenants deposits in order to cover expected charges; the way he plans to dissuade landlords from doing same; and if he will make a statement on the matter.
