To ask the Minister for Health the grounds on which a person (details supplied) in Dublin 11 was denied access to the treatment abroad scheme and also denied access to the cross-border directive; and if Cappagh Hospital, Dublin does not have the budget to perform this procedure within reasonable time, the reason the person cannot avail of the external treatment under those schemes.
