The Irish Aviation Authority (IAA) has statutory responsibility for regulating safety in the Irish aviation industry under the Irish Aviation Authority Act 1993.  I have no plans to move the safety regulation functions from the IAA to my Department. In accordance with Section 32 of the 1993 Act, I intend to engage independent consultants to carry out a review in 2015 of the performance of the IAA of its functions, including its safety regulation functions.

There are a number of European Regulations in force covering flight time limitations for pilots. The main Regulations concerned are Regulation (EEC) No 3922/91, Regulation (EU) No. 965/2012 and Commission Regulation (EU) No.83/2014 which entered into force on 18 February 2014 and which willll apply from 18th February 2016.

The Irish Aviation Authority (IAA) has statutory responsibility for regulating aviation safety in the State including ensuring airlines are complying with EU Regulations on flight time limitations. I have forwarded your request to the IAA for direct reply.
